About Shilin Healthy City

Community Assessment of Shilin District The community assessment of our district was implemented in reference of the Anderson’s model. Relevant materials were collected by means of windshield survey, key information interview, social indexes, and social survey, etc. The assessment contents include characteristics of geographical environment, community consciousness, medical and healthcare, social services, education, religions, governments and politics, economy, entertainment, communication, safety and transportation.

1. Characteristics of Geographical Environment 1.1 The evolution of the community and its area of jurisdiction

Since the late years of Qing dynasty, the act of pursuing scholarship among people in our district had become a common practice, their success in imperial examination was so prosperous that the district enjoyed a good reputation of “ within three paces there is one who passed the county-level examination; within five, one who passed the provincial examination” . Therefore the district was renamed “Shilin” which means “a forest of scholars” in Chinese. The district assembles a galaxy of distinguished people, historic figures and cultural heritage, from ancient times to the present, so many scholars and refined gentlemen had left myriad romances here. Located to the north of Taipei City, Shilin District is on a slope south of Tatun Volcano Group and northeast of Taipei Basin. To its northeast, continuous hills and lofty mountains succeed to one another; among them, the famous Chihsing Mountain is the highest. Its southeast is bordered with Ta-Lun Mountains and Ta-Chi Mountains. Plains are distributed in the southwest of the district at the downstream side of Huangxi Stream or between Keelung River and Tamshui River. The former is called Shilin Plain, and the latter, Shezi plain. As the largest district among the twelve administrative regions in Taipei City, the district covers a vast territory with a total area of 62.3682 square kilometers and is divided into 51 villages and 985 townships. The population of our district is 288,212 which ranks second among the twelve administrative regions of Taipei City, only less than Da-an District. The mean of density of population is 4,651 people per square kilometers. The eastern part of the district is adjacent to Wanli Township and Hsichih City of Taipei County. To the west, Tamshui River is the border between the district and Lu-Jhou City of Taipei County. Its south part is facing Jhongshan District and Neihu District, and its northern part is adjoining to Beitou District.


1.2 Natural Environment and Humanity Environment
Shilin District covers a varied topography of plains, valleys and hills. Since there is a Yang-Ming-Shan National Park, the residents in our district boast a larger green space than the other residents in Taipei City: the average area of parks and green spaces per capita of our residents is 6.17 square meters. Apart from Yangmingshan National Park, there are other well-known places such as: Shuangxi Park, Shilin Official Residence, Zhishan Park, Palace Museum, Cultural Theme Park of Indigenous People, etc. With the expansion steps of the city, the township development of Shilin District is accelerating and now the district has become a major place with exceptional advantages for leisure, residence and business. Besides, Tianmu Life Circle has attracted many foreigners to congregate here; together with its many schools for foreigner residents (Japanese school, American school, British school), this district is full of exotic scenes.

1.3 Ecological Environment
1.3.1 Climates
Shilin District is of subtropical monsoon climate, characterized with humid and showery in summer, cold and drizzly in winter. According to the statistic data from 1971 to 2000 by Center Weather Bureau, its annual average temperature is 22.6℃. January is the coldest month with the lowest monthly average temperature of 13.3℃; In summer, because that the district is located in a basin, heat dissipation is difficult, together with the greenhouse effect, July and August thus become the hottest months of the year with the highest average temperature of 34.1℃. There are around 170 rainy days in one year and the average annual rainfall is 2325.2 millimeters; the rainy season usually is among May to September in a year. Moreover, the average temperature in mountain area is 4℃ lower than plain area, and the relative humidity is 8% higher.

1.3.2 Air Qualitys
As shown in materials of Shilin Air Quality Monitoring Station, the pollution standard indexes (PSI) of the air of Shilin District fell between good and moderate most of the time in 2005. The days with PSI larger than 100 were 5, and the monitoring data on sulfur dioxide, carbon monoxide, nitrogen dioxide, lead and other pollutants all conformed with national standards on environmental air quality, so the air quality of our district has no immediate adverse effects on the physical health of ordinary people.

1.3.3 Water Quality Management
The penetration rate of tap water in Shilin is 99.51% in 2006. The quality state of water conforms to individual items in the standard. Ordinary people will have the tap water boiled before drinking. The sewage treatment rate in Shilin was 70.17% in 2005 which was lower than the rate in Taipei city (81.79%). The connection rate of households to public sewage system in Shilin is 67.82% in 2005 and which was also lower than rate in Taipei city (76.42%). The reason why caused the both rates are lower is that some people in part of Yang-Ming-Shan region drink spring water.

1.3.4 The Park and Green Land
There are a total of 78 parks in Shilin District in 2005; the total area of green land is 1,358,191, ranks fifth place in Taipei city and accounting for 10% of that in Taipei. Shilin Official Residence in the district was a planned protected area of the capital, but had been changed to a park land in 2000. It has been uniquely constructed in accordance with the natural environment. Apart from the planning of green belts, grass slopes and ecology ponds, particular emphasis has been laid on essential ecology. Thus it has become the most favorite excursion site for residents in Shilin District and tourists from other places.

2. Medical Care and Social Welfare
The number of the medical institutions in Shilin District is 301, which ranks the second among of the twelve districts of Taipei City, only less than Da-an District. The total hospital beds are 1,145; the rate is 39.7 hospital beds per 100 thousands people; however this rate is much less than the rate in Taipei city (83.02 beds per 100 thousands people). The ratio of doctors to residents is 360:1, and the ratio of nurses to residents is 218:1. The total population in Shilin District is 288,212 that is the second biggest number in Taipei city. Among that, 45,642 people are under 14 years old which is 15.84% of total population in Shilin District. Besides, 31,932 people are over 65 years old which is 11.08% of total population in Shilin District. The birth rate is 8.10‰ (per thousand people); the death rate is 5.29‰; so the growth rate is 2.82‰ which is higher than rate in Taipei city (2.72‰). The number of infant survival is 2,256 in Shilin District in 2006. However, the number of the low birth weight infant (less than 2,500 grams) is 181. (The rate of low birth weight infant in Shilin District is 8.02% which is higher the rate in Taipei city, 7.85%). As to the causes of death in this strict, the top three are malignant tumors, heart diseases and cerebral vascular diseases. The health administrative institutions in Shilin District are North Health Inspection Squad and Shilin District Health Center, Taipei city. The responsibilities of these two health administrative institutions are business health, Drug administration, Medical administration, Food administration, disease control, health prevention and promotion for all residents etc. All the residents in Shilin District have their own right to privilege every kinds of social welfare policies include of social welfare, social relieving, community development etc. Their service items include children welfare, early intervention, ordinary daycare, mixed daycare service, juvenile social welfare, problems prevention, family services, women social welfare, single-parent family service, new immigrant women and their family, extramarital affairs and unwed pregnancy, legal consultation, grey hair senior citizen social welfare, preferential treatment of elderly, health maintenance, care service, solitary service, housing service, leisure education, grant program, volunteer service, physically or mentally handicapped citizens social welfare, subsidies for domestic organizations, handicapped certificate, low-income households social welfare, education subsidy, employment counseling, organizations social welfare, counseling for cooperative associations, laws and regulations relating to professional associations, laws and regulations relating to civil organizations, community development social welfare, subsidy for temporary care and so on. Shilin District is abundant in social welfare resources.
3. Education System
The formal education system of Shilin District includes 48 kindergartens, 22 primary schools, 8 middle schools, all evenly distributed in the district. Moreover, there are 9 vocational high schools and vocational middle schools, 5 colleges, 2 special education institutes (school for the blind and school for the mentally retarded) and schools for foreign residents (Japanese school, and American school). As regards to non-formal education system, with respect to adult education, there is Shilin Community College which provides a best place for the life-long learning of the residents. There are many formal libraries, non-formal reading-rooms and bookstores everywhere, the residents are free from want of reading environments.
4. Entertainment and Religion System
The main entertainment is leisure exercise in Shilin District, such as, activities of art and culture, jogging, promenading and shopping. The main gathering places of the residents are National Palace Museum, Shilin night market, Yang-Ming-Shan National Park, National Taiwan Science Education Center, Taipei Astronomical Museum, Tianmu business circle, Tianmu Sports Park, Dayeh Takashimaya Department Store, SOGO Department Store etc where are some of the most popular places in Shilin District. Moreover, the visitors are able to enjoy the wonderful Taiwanese food in Shilin night market and also the food from other countries in Tianmu business circle. There are 44 playgrounds of different schools open for all public. Usually, the residents go to see a baseball game in the Tianmu Sport Park, visit a great exhibition in the National Palace Museum or climb the Yang-Ming-Shan National Park. Most of the civil organizations in this district are elderly clubs, ikebana clubs and Qi Gong organizations. The religion groups are 245 temples and 38 churches in Shilin District include of the third level monument, Hui-Ji Temple and Ci-Chen Temple. Besides, the residents also participate the activities of art, and the health promotion exercises, such as Japanese Second Language, Calligraphy classes Health Promotion activities, and health service etc.
5. Political System
The Shilin administrative institutions are including Shilin District Office, Shilin Household Registration, Shilin Land Office, Taipei City Police Department-Shilin Police District, Taipei City Fire Department, Taipei Revenue Service, Shilin District Health Center etc. Most of these administrative institutions are located in the Shilin Affair Building that is very convent for the residents who are going to deal with his/her affairs in the short time. There are 37 community development associations in Shilin District which help to set up the infrastructure and hold all kinds of activities for the residents. Moreover, these associations established the Team of Neighborhood Watch, Team of Volunteer Service for community safety; open the classes for Mother and art /culture classes.
6. Economic System
Based on the natural environment and culture history in Shilin District, the main economic system are business service and leisure entertainment. The Shilin night market is popular because of the wonderful food and the dress. The Tianmu Business Circle attract many tourists because of the abundant different cultures over there. After built up the Neihu Technology Park and Nangang Technology Park, Taipei city government is going to build the third technology park in Shilin District. With regard to the residents’ profession, most of them are employees, less common are those self-employed. However, there still are residents running small plants or engaging in agriculture in Shezi island area. Furthermore, some residents in Yang-Ming-Shan area take running orchards, vegetables gardens and flower gardens as their profession, and have attracted many people to there with farm restaurants and the characteristic hot springs of Yang-Ming-Shan.
8. Communication
The communication languages of the residents are mainly mandarin and Taiwanese. In addition, some the residents in Tianmu area are foreigners, their communication languages seem different from other districts. In all 51 neighborhood communities, the connection establishment rate of local area networks achieves 100%. The penetration rate of telecommunication is above 90%. Messages are spread by means of billboards, leaflets and neighborhood channels, all these communication channels are smooth and open.
9. Transportation and Safety System
Presently the external transportation of Shilin District mainly consists of MRT (Mass Rapid Transit) and bus system. There is a MRT train service every 2 to 3 minutes; and a bus service every 10 to 15 minutes. Taipei City Police Department Shilin Branch has 10 police stations and 1 resident station. In 2006, the eighth place of the cause of death is Accident and in order, the first three places of the accident are traffic accident, fall down accident, and drowning accident. In Taipei city, the number of traffic accident is 88 (81 people death) including 14 in Shilin District (12 people death) which is the highest number compare with other districts. According to the data from the fire brigade in Shilin, the highest number of the situation that need the EMT (emergency medical technician) out of duty is acute disease, then traffic accident. The number of fire in Shilin District is going down by each year. (44 cases in 2006) The Emergency Command Center protects all residents 24 hours a day, 7 days a week. The duties of the Emergency Command Center are protect the communities’ safety, traffic safety, emergency medical care, protect the teenager working, protect the junior high school and senior high school students on their way to school, and set up the safety stations etc. Shilin District has community patrols, unit of vigilantes, unit of civil defense wardens, community joint defense organizations, police-civilian liaison system, and recording and monitoring system. All of them can help maintain household safety together and give a full play of mutual help spirits.
